First of all, Janpanese is not spelled that way, its spelled Japanese, and immigrants are people that come into a country, not people who leave it. Emmigrants are people who leave their country to go to another country of their choice. The Japanese people who left Japan obviously left Japan for either personal, family reasons or because of the form of government. Lots of Japanese people are leaving there country because they are currently in a Recession that is taking place now.
they can be from any country . They just have to be from one country and go to another to be and immigrant in the country they went to

The term for people who move permanently to another country is "immigrants."
People who move from one country to another are called immigrants or expatriates, depending on their legal status and purpose of moving.

I do not think they can. I doubt that the state (or the country) will recognized the marriage of two illegal immigrants who married in another country. After all as far as the government is concerned "they are not here."
The Japanese were persecuted because it was believed that every Japanese citizen was a "spy" for their "motherland." Be they first generation immigrants or have had the family live in a different country for many generations.
Immigrants travel from their respective countries to another country. Immigrants tend to travel in groups, or settle in areas with many people of their same ethnicity.
