According to Jewish teachings, when a person acts against another person, they must seek the forgiveness of the victim. Once forgiveness is sought, the victim should forgive the act. However, if the person honestly seeks forgiveness three times from the victim without being forgiven, the act is considered forgiven anyway.

Note also that Judaism holds that God does not forgive sins against people until the sinner repents and seeks forgiveness from the sinner, and that for a victim to fail to forgive a truly penitent sinner is itself a sin -- however, repeated requests for forgiveness and some degree of negotiation over the compensation paid for the sin are not improper. The need for the victim to forgive makes murder unforgivable, unless perhaps in the afterlife.
