To actually drive a vehicle requiring a CDL across state lines, you must be at least 21 - regardless of whether it's a permit or an actual licence. You can get a CDL at 18, but, until you turn 21, you'll be restricted to intrastate travel in a commercial vehicle.

You may still, however, operate non-commercial vehicles outside of your home state.
