Though the fact that they are not allowed to leave the country does not mean it has not seen it's share of attempts to cross south of the border.Being a Juche government, They are told what they can and can not do, say or even wear! So it's a given that they are told they can not leave their country. After Kim Jong-il took over North Korea, he stated that he was never listened to or treated right in that country, so he said that he would treat the People of North Korea the way they treated him. And telling the country that they are unable to leave,gives him somewhat justice I suppose.
