You don't need an action replay for it. You can just get it by going into Turnback cave after you beat the elite four. Then go through the rooms then go into the portal. Find your way through the little maze then you could find it. It is near where you get Giratina, on a turn off right near where you fight Giratina ya he's right btw nothing changes.
