Children are called to be in The Hunger Games each year, as a reminder of the Dark Days, and how the Capitol is in control. The Dark Days occurred around 75 years before the present time in the books, and it was a war involving uprisings from District 13 and several others. In the end the Capitol won and killed off the population of 13. The Hunger Games were introduced after the war as a reminder of the rebels actions. The HG continued because to the Capitol, they were an efficient mean of control among the Districts and therfore helped them maintain their power.
