The wings are there as soon as they come out of the shell. They use them to force their way out. The feathers of the wings start to show well at a few days old. I have chicks that are 5 days old and they are flying already,not far, but enough to get away from my hand when I go to pick them up. Brood hens do not actually "hold" their chicks but they do protect them under their wings. Chicks will hide under the momma's wings when frightened.

Once burrowing owl chicks reach 6 weeks of age, they are already adept flyers. They can hundreds of feet, but are still doing a lot of gliding, since their wings aren't as strong as an adult owl.
They carry a piece of meat over them and they flap their wings harder until they fly.
There is no age it grows to there tail
Chicken wings are usually from chickens between 6 and 8 weeks old. They're bred specially to grow quickly, a mix between a male Cornish and a female Plymouth Rock.
