The Colt police positive special & the Colt police positive .38 were both made in 1912. Either one, with that serial number, would be 99 years old.
Don't know the value, but a Colt police positive special with that serial number was made about 1919.
Age - no way to answer since no sn was provided. Value - 10-250 USd

Official Police ser numbers started at 513216 in 1927. I believe you have a Police Positive Special from 1921. It was chambered in .32 Colt, .32 New Police, .38 New Police and .38 S&W, .32-20 and .38 Special.
A letter from Colt will get you started.
