I do not know if it is unsafe or not nobody can say that without seeing it, but Ruger did not Make a RG 14 Rohm Did,
saturday night special most gunsmith won't touch it I hear you can get parts though and yourself.

Mainly in the 1960s, in what was West Germany. These were low cost low quality firearms, and importation of most of the Rohm/ RG handguns was halted (in the US) by the 1968 Gun Control Act. Due to major quality problems, would urge you to have checked by a gunsmith before firing.
