I was researching this same question and came across an article that said the Air Force does not calculate their promotion rate for each career and rank until right before public release of who was promoted. This is because they have to first determine end force strength, fiscal availabilty, and who is promotionally eligible. After they determine these things, then they set the cutoff for each pay grade and career field. Hope this helps!
