Neptune's atmosphere is made up of hydrogen, helium, and methane. Like Earth's atmosphere, Neptune's has clouds and storm systems that revolve around the planet, but with wind speeds of 300 m/sec (700 mi/hr), and clouds of frozen methane. So we wouldn't be able to live there,because there's no oxygen.

There are aerosols of water ice in the atmosphere of Neptune. Since water is made of hydrogen and oxygen, there is oxygen on Neptune. However, it s not in the form of a gas, as in Earth's atmosphere.

If you mean 'the same air or clouds as on Earth', the answer is no. Neptune does have an atmosphere however, only it's made up of mostly hydrogen and helium. There are clouds in the sky, too. Only on Neptune they mostly consist of ammonia.

But even with an oxygen mask on you wouldn't want to lie on the ground there watching the clouds: surface temperature is around minus 200 degrees Celcius (equals minus 392 Fahrenheit) and storms are almost continually raging there with wind speeds of up to 1,300 mph, faster than the speed of sound.
