The angel appeared first to Mary who was a virgin to tell her she was going to be pregnant, and then 3 months laterto tell Joseph when he found out she was 3 months pregnant that Mary had not committed adultery.

The relevant accounts alluded to follows:

Luke 1:19, 23-24, 26-28, 30-31, 35-44, 56-57 (HCSB)

Luke 1 (v.19) The angel answered him, "I am Gabriel, who stands in the presence of God, and I was sent to speak to you [ Zechariah, father of John the Baptist] and tell you this good news. ... Luke 1 (v.23) When the days of his[that is, Zecharia's] ministry were completed, he[Zechariah] went back home. Luke 1 (v.24) After these days his [that is, Zechariah's] wife Elizabeth conceivedand kept herself in seclusion for five months. ... Luke 1 (v.26) In the sixth month, the angel Gabriel was sent by God to a town in Galilee called Nazareth, Luke 1 (v.27) to a virginengaged to a man named Joseph, of the house of David. The virgin's name was Mary. Luke 1 (v.28) And the angel came to her and said, "Rejoice, favored woman! The Lord is with you." ... Luke 1 (v.30) Then the angel told her: ... (v.31) ...: You will conceive and give birth to a son, and you will call His name Jesus. ... Mary asked the angel, "How can this be, sinceI have not been intimate with a man? " Luke 1 (v.35) The angel replied to her: "The Holy Spirit will come upon you, and the power of the Most High will overshadow you. Therefore, the holy One to be born will be called the Son of God. Luke 1 (v.36) And consider your relative [or 'cousin' see KJ, AKJV, MKJV, 'Message' versions] Elizabeth - even she has conceived a son in her old age, and this is the sixth month for her who was called childless. Luke 1 (v.37) For nothing will be impossible with God." Luke 1 (v.38) "I am the Lord's slave," said Mary. "May it be done to me according to your word." Then the angel left her. Luke 1 (v.39) In those days Mary set out and hurried to a town in the hill country of Judah Luke 1 (v.40) where she [that is, Mary] entered Zechariah's house and greeted Elizabeth. Luke 1 (v.41) When Elizabeth heard Mary's greeting, the baby leaped inside her [that is, Elizabeth] , and Elizabeth was filled with the Holy Spirit. Luke 1 (v.42)Then she exclaimed with a loud cry: "You [that is, Mary] are the most blessed of women, and your child will be blessed! Luke 1 (v.43) How could this happen to me [that is, Elizabeth] , that the mother of my Lord [that is, the Messiah Jesus Christ] should come to me? Luke 1 (v.44) For you see, when the sound of your greeting reached my [that is, Elizabeth's] ears, the baby leaped for joy inside me [that is, Elizabeth] ! (v.56) And Mary stayed with her about three months, and returned to her own house. Luke 1 (v.57) Now Elisabeth's full time came that she should be delivered; and she brought forth a son.

Matt 1:18-21, 24-25 (HCSB)

Matt 1 (v.18) The birth of Jesus Christ came about this way: AfterHis mother Mary had been engaged to Joseph, it was discoveredbeforethey came together that she was pregnant by the Holy Spirit. Matt 1 (v.19) So her husband Joseph, being a righteous man, and not wanting to disgrace her publicly, decided to divorce her secretly. Matt 1 (v.20) But after he had considered these things, an angel of the Lord suddenly appeared to him in a dream, saying, "Joseph, son of David, don't be afraid to take Mary as your wife, because what has been conceived in her is by the Holy Spirit. Matt 1 (v.21) She will give birth to a son, and you are to name Him Jesus, because He will save His people from their sins." (v.24) Then Joseph being raised from sleepdid as the angel of the Lord had bidden him, and took to him his wife: Matt 1 (v.25) And knew her nottill she had brought forth her firstborn son: and he called his name JESUS.

The accounts of Matthew and Luke are not two different stories of the one nativity, but one account of the linked pregnancies of two women, Mary and her cousin. A Time-line makes this less-confusing:-

(1). The angel Gabriel told Zechariah that his childless wife Elizabeth would have a child. [Luke 1:13, 19], and . his wife Elizabeth conceived and stayed at home for 5 months [Luke 1:24]

(2). After 5 months- [that is, "the sixth month"] the angel Gabriel told the virgin Mary [Luke 1:27, 31] she was going to be pregnant [Luke 1:31].

(3). Mary then quickly went [or 'hurried'] to see her 5-months-pregnant cousin Elizabeth. [Luke 1:39 on], and stayed there about 3 months. [Luke 1:56]

(4) After Mary returned she became engaged to Joseph [Matthew 1:18]

(5). She was then 3 months pregnant [Luke 1:26, 36 , 43, 56]

(6). Joseph wanted to divorce her because he believed she had committed adultery. [Matt 1:19]

(7). Mary knew she hadn't committed adultery, but Joseph didn't [Matt 1:20a]. ( Joseph would have been well within his rights to have Mary stoned to death for adultery, but had decided to hush it up and divorce her quietly instead.)

(8) The angel reassured Joseph that what Mary said was true.

There was no need for both Mary and Joseph to hear what the angel said: Mary didn't need to hear it because she already knew , but Joseph certainly did: he needed reassurance. After all, one of the first questions Joseph would have asked Mary was who the father was, and would you believe your fiancee if she told you she was made pregnant by God? No way!!

n Luke's Gospel, the angel did appear to Mary first, but in Matthew's Gospel, the angel appeared to Joseph instead, but only in a dream. Neither gospel author knew about account in the other gospel and the stories would not make sense if both were true. With two different stories of the nativity, we can choose whether the angel appeared to Mary or Joseph, but neither account says that the angel appeared to Mary and Joseph together.
