This is dependent of the cactus species. Some will take more preciptation than others, but generally a well drained soil will go a long way. If you get freezing rain and ice in winter, this will generally take most cactus out of your reach (Outdoors anyway). Most states have a native cactus (believe it or not). The eastern prickly pear is a common species that will with stand freezing and increases in precipitation. Places like Florida have more cactus than people know. Remember...well drained soils and warmer temps.
A cactus plant's roots are involved in the precipitation of bacteria and particles. In this case, precipitation refers to removal. Bacteria and particles need to be removed from the cactus. They indeed exit the plant in the form of exudates, or waste products. Underground, one organism's trash may be another's treasure. In this case, a cactus plant's exudates are the soil food web's prey. For example, soil food members such as bacteria, fungi, microbes, nematodes, and protozoa view exudates as a prized meal.

Cactus roots are shallow and spread out widely to help the plant quickly absorb water in arid environments. The roots also have specialized adaptations, such as the ability to store water and prevent loss through evaporation, which help cacti survive in their dry habitats.
Saguaro are very slow growing cactus. A 10 year old plant might only be 1.5 inches tall. Growth rate depends upon precipitation.
The roots of a cactus plant spread just below the surface of the ground to quickly absorb any moisture that falls as precipitation. This adaptation allows the cactus to maximize water uptake during rare rainfall events in arid environments. Additionally, shallow roots help the cactus stabilize itself in the sandy or rocky soil typical of its habitat.
