In a very broad sense, a person is anointed during Confirmation and that consecrates him or her to the service of God. In the old language, one was anointed a soldier of Christ, and the Bishop even struck one's cheek to show that you had to suffer for Christ. (I remember the Bishop's striking me, and the priest telling us beforehand not to bolt, it was more like a tap). Specifically, before one is ordained to the diaconate (the first of the major orders solely consecrated to God: deacon, priest, bishop) one is tonsured which makes one no longer a lay man but, now, a cleric. But tonsure is not anointing, it is just a lock of hair cut off, now, it used to be a wide crown shaved on the head (think old pictures of monks). Classically, beginning with the Jews, God told his people to anoint with oil to set apart fo the priesthood. Today, a person is anointed on the head at Baptism, anointed on the head at Confirmation, and a man's hands are anointed with Sacred Chrism when he is ordained to the priesthood.

Only bishops are spoken of as "consecrated", priests and deacons are ordained. All three ordinations are performed by a bishop with Sacred Chrism.
