The most appropriate person or place to talk to about financial planning in college would be the college themselves. They can give you information on how to spend your money and what to spend it on so that you can plan for your college career.
Mostly to save some money and pay off their financial debts after graduation..

Sure. Personally, I give a US Savings Bond to be given to the child at graduation or 18th birthday . It is a tidy sum by then.

Graduation Day grossed $23,894,000 in the domestic market.

Someone you don't know, $20.00. Family member (niece/nephew) $50-$100. A friends kid, depending on the friendship $50, or something home made. If they are going off to college, help get some stuff that's necessary, small fridge, sheet set, etc....
other you steal it or something
The answer depends on family and community customs. Where I grew up, nobody celebrated eighth graduation nor thought about giving presents for it. Eighth grade was no different from 6th or 7th. However, if you get an 8th-grade diploma and there is a graduation ceremony to which you are invited, a gift may be appropriate. I see no especial reason why it should be money. Money is generally rather a thoughtless gift, but takes no time to pick out. If you are in the habit of giving gifts to this person and he always writes a thank-you note and expresses appreciation, give him your usual amount, assuming you have it to give.
Yes, it is appropriate to give a gift at a graduation party. The gift could be something that reflects what the graduate plans to do in the future. A college-bound high school graduate might receive some item needed for college. A college grad could get a gift that would help for his/her career/job or setting up a home. The same idea works for a high school graduate not intending to go to college. Another idea would be a picture frame or photo album for graduation day photos. It is not necessary to spend a lot of money.
