Appaloosa is a color as opposed to an exact size.
There are several registries that deal with appaloosa coloration.
The ones mentioned here are based in the United States and the list is incomplete. The list
represents size variations from less than 34 inches to horses in excess of 17 hands. If height guidelines were found they are listed. If height is restricted is it mentioned along with the registry name.

Foundation Appaloosa Horse Registry
AraAppaloosa and Foundation Breeders International 14-15 hands is listed as normal
The AMHA and AMHR register miniature horses that are less than 34 and 36 inches in height respectively. Appaloosa coloration is allowed in these registries but the registry is not color based.

There are several breed registries in other countries.
Fallabellas and Knabstrubbers are established breeds that have Leopard Complex genetics.
