It is not always an arrow, as the mouse cursor changes to other shapes as it moves or hovers over different objects and fields within objects and the state of the computer (e.g. I-bar on a field where text may be typed, clock or hourglass if program controlling the object is busy, open hand while dragging an object, hand with one finger out if object is selectable).
Doug Engelbart developed this system and first demonstrated it on December 9, 1968 at Stanford Research Institute in Menlo Park, CA.
The first computer to actually implement his ideas was the Xerox Alto released on March 1, 1973. Demonstrations of the Alto inspired Apple and other companies to copy the concepts.
