Usually kids begin to drive at about fourteen or fifteen. sometimes younger but in most cases or at least mine and many of my friends, parents have begun to enable you to drive with them at about 14 to prepare you for when it is legal to take a drivers test. in some states you can begin driving at 15 with a learners permit which is when you can drive but only with a parent or guardian. Although you may want to begin driving underage i don't recommend it because it can be very dangerous.

No there should not unless of a driving law that restricts them from driving at night.
Because of the number of accidents by teens there are new laws concerning driving age. The movement is under way today to have driving age rise. I would guess within the next 5 years it will be higher in all 50 states.
The Road Traffic Act states that no person under the age of 17 may hold a car driving licence.

In California, if you are under 18 and hold a provisional driver's license, you are restricted from driving with passengers under the age of 20 for the first 12 months, unless accompanied by a licensed driver age 25 or older. If you violate this restriction, you may face penalties such as a fine, points on your driving record, or even a suspension of your driving privileges. Additionally, repeated violations can lead to more severe consequences.
