I would put them all to bed at the same time, that way the younger children wouldn't argue about how unfair it is that the 12 year old gets to stay up later, and also you wouldn't have to deal with so much pre-teen crankiness if he/she got more sleep. I'd say somewhere in between eight o'clock and nine thirty.

Yes you can. You cannot drive your friends but you can drive your siblings. The law changed in the year 2007 that you may drive your younger siblings.
