If the water is pure and boiled at standard atmospheric pressure then the steam in the pot above the boiling water is 100 deg C. But only for the instant it vaporized. After that the new steam being made pushes the old steam up. The boiling water can only ever be at 100 deg C so it can’t heat any steam above 100 deg C. So the steam rises up inside the pot. The colder air in the kitchen is touching the top of the steam and the steam heats the cooler air. The steam now turns white and you can see it (it’s not steam now though). Actual steam is a gas and 100% clear. When you “see” steam you are actually seeing steam that has cooled, condensed and is tiny water droplets that are at best 100 deg C but in the real world much less.
