The Beginning of the Constitution is called the Preamble.
The beginning of the Declaration of Independence is called the Introduction. This is unlike the US Constitution, where the opening paragraph is called the Preamble.
President Trump is quoting the phrase from the beginning of the Preamble to the Constitution.
Where? well, it IS at the beginning of the Bill of Rights... Is that what yo were looking for? I hope so ;)

They made this requirement when the founding fathers were writing the Constitution, at the beginning of the country.
In the US, the Federal government's powers are derived by the US Constitution. Taking this back a step, it was the states that created the Constitution. At its beginning, however, the source of the US Federal governments powers are derived from the citizens of the USA.

In Article VI section 2 the Constitution states that all debts that are owed by the US before the Constitution is enacted are also owed by the US. Meaning that the US isn't going to blow off their old debts because of the beginning of a new nation.
