A 75 gallon tank is not large enough to house an Oscar in the long term, however if the situation is temporary a mid to large sized canister filter or very large hang on the back filter would be nessesary. I recommend an Eheim 2217 or Aquaclear 110.
I have a 75-gallon aquarium and I remove debris and change out 10 gallons of water once a week. So if you have an an aquarium clean it once a week and replace at least 10% of the water weekly.
It all depends on the "bio-load" of your tank - Bio-Load is the waste created by the fish and waste removed by the good bacteria in your filter. If there is only a small amount of fish producing waste you should be safe with a fortnightly gravel vac If there is a heavy bio-load (10-15 fish) you should be doing part water changes and vacs weekly. All depends on what waste is produced and removed.
What you have to do is you go to what ever pet store that you usually go to, and there will be bottles of liquid dechlorinator. Every time you add new water, put some of this in (the bottle will say how much) and your water will be fine! I have a 75-gallon aquarium and I de-clorinate my water using what is mentioned above plus I let the water stand over night before adding it to my aquarium. It is important to not e that it is best to not ad the de-clorinator directly to the aquarium.

Absolutely not. One oscar fish needs at least a 75 gallon (US) tank on it's own as they can grow up to a foot in size. If you have already bought the fish, please return it to the store and let them know that you do not have a large enough aquarium for it. You are best to use the 1 gallon bowl as a change bowl, and instead spend a bit of money on a betta tank kit for one betta fish, or 2 if you get one with a divider as they cannot be in the same tank together.
