It is a Defragmenter that has better than average intelligence.
No, the Disk Defragmenter does not delete any files. The defragmenter rearranges the existing files on the hard drive so they are contiguous, rather than scattered around your hard drive in multiple pieces. The software that deletes temoporary files and what not is called Disk Cleanup.

Notepad and disk defragmenter do not use the same resources. However, Notepad can be used to open disk defragmenter from the system file.
The Windows Defragmenter is really the only one I've ever used. You can find this in Start -> All Programs -> Accessories -> System Tool -> Disk Defragmenter I've also messed around with one but I cannot remember if it's free or not. It's called SmartDefrag and it does a pretty good job. Haven't really compared it with the Windows Defragmenter though.
Defrag (Disk defragmenter software). However, do not expect massive speed-ups.
A defragmenter is a program that clears your computer of unwanted or junk files. When your computer is old or is full of un needed files and space a defragmenter will clear those out for you and make your computer run a little faster.
