However, in terms of average base stats, the best Pokemon available in Pokemon sapphire are legendaries Rayquaza(found at Sky Pillar after beating the Elite 4), Kyogre, and Latias(Roaming Hoenn) and psuedolegendaries Metagross(evolve beldum given by Steven) and Salamence(evolve bagon found at meteor falls).
