Reuniclus... because if tou train it to a high level and it kows: Dizzy punch, psychic, thunder and shadow ball... you can easily bead the elite four e.g. elite four that has fighting types... use psychic......... the elite four that uses ghost types... use shadow ball... e.t.c.

Acually theres no best pokemon it depends on your stratagy and states of your pokemon like this Reuniclus can easily be beatened with my Haxorous

for pokemon white, I would say Zekrom but you can train many pokemon to make them better so really there is no best pokemon.
