Truth is, there are the top strongest pokemon, but not a “best” pokemon. Although legendaries are considered the most powerful, get a little Marill, teach it Ice Beam, level it up enough, and even Rayquaza gets OHKO’d. Rayquaza is considered the strongest legendary in the game, too. Kyogre and Groudon are no exceptions in that they can be taken down easily by common, non-legendary pokemon that are more often than not used as HM slaves rather than battlers, or stuffed in the PC forever once a more favorable pokemon is found. Some of the top Pokemon in the game (without trading) are the starters, Salamence, Milotic, Gyrados, Flygon, Walrein, Gardevoir, Swellow, and Altaria, to name a few.

Also, if by “best” you mean “rarest” I’m going with Salamence. Only Drake, the strongest of the Elite Four, has Salamence and it cannot be found in the wild. You can only catch Bagon, and then you have to back track aaallll the way to Meteor Falls, and THEN you have to Surf and Waterfall to the deepest part of the cave, AND THEN you can only find him on this tiny patch of land with a 20% encounter rate. After all that work, if you catch him, now you have to grind like crazy because you have to wait until Shelgon reaches level 55 before he evolves. I don’t see Aggron or Milotic very much either (again, this is all without trading and you do have to trade for Alakazam) but they’re still seen more than Salamence. While Bagon is relatively easy to find, Feebas is not. AT ALL. The grind for Feebas isn’t about level like it is for Salamence, you must first agonize over fishing on the right tile only found on a single route southwest of Fortree City. There, Feebas will be found on only five tiles. There is absolutely no way of knowing which tiles the are and the internet won’t help because your game’s tiles are entirely random and won’t be the same on any other cartridge. To top this, you can get false negatives because other pokemon may appear on Feebas tiles. Therefore you must canvas an entire river fishing each tile several times to find Feebas. After you do find Feebas, you may finally cry tears of joy (it is truly an exercise in patience). Then you need to max out Feebas’ beauty and raise it one level (Rare Candy recommended), then it will evolve into Milotic. Milotic is well worth the grind but finding that Feebas is enough to crush your soul. Most people don’t even try this and would rather trade for it.
