The answer to this question is based on opinion. However, most people will agree upon "broken" cards as being the "best". These cards are mostly banned from official Duels and Tournaments. The Spell Cards that were voted as being the "best" in a Shonen Jump Magazine survey were Raigeki, Harpie's Feather Duster, Monster Reborn, and Premature Burial.
The BEST spell card is probably Lightning Vortex destroy all monster your opponent controls - Monster Reborn sucks because some monsters you cannot special summon.

∙ 15y agoI personally think every Deck should at least have 1 copy of the following SpellCards: 1. Heavy Storm 2. Lightning Vortex 3. Monster Reborn But I think everone should put Heavy Storm AND Lightning Vortex. Monster Reborn is good unless you're playing a "D.D." Deck, which makes this card completely useless. Monsters: Dark Magician, Dark Magician Girl, The Silent Magicians, and The Familiar Possessed.
Spells: Yami, mage power, book of moon, field barrier
Traps: Mystic Cylinders, Enchanted Javalin, Magical Hats, Mystic Box
