The best birth control for any woman is not based on age, but on medical history, menstrual history, and preferences about frequency of bleeding. A woman of 46 with no medical problems and moderate periods can use any pill that a girl of 14 can use. Talk with your health care provider for advice specific to your situation.

There is no one method that is best for a woman of a certain age. The Planned Parenthood website has a feature called "My Method Chooser" that can help you figure out what's important to you in a method, and narrow down the choices. Given that it's only a few years that you'll need protection before menopause, the one method that doesn't make much sense is tubal ligation.
