There is no best gun in black ops it's what suits you the best but if you can't find one that suits you try using the

AK-47 with Dual mags and silence

Semtex grenade

Stun Grenades

perks:

Hardline

Warlord

Hacker

I find this gun works on every map for me you need to be level 38 to unlock it.
