Of course. Best of Breed means winning the "Best dog in the breed" present that day in that particular class. So of course a West Highland would win best dog in the breed as the breed being shown would be all West Highlands. Maybe you meant "Best in Show"? If you do, then yes, Westies have won Best in Show before.

What breed of spaniel has been selected as the best in show more times than any other breed was the English Cocker spaniel. This is a very family friendly and loyal breed.
A Staffordshire Bull Terrier wins Best of Breed every year. Best of Breed is the Best dog from each breed, so there will always be one from the Staffy breed. This year (2011) a red Staffordshire Bull Terrier came third in Best in Group but a Staffy has never won Best in Show.

It depends on the show -- some smaller shows only have a few awards for the top-placing dogs, and larger shows can have awards for multiple classes within each breed. Generally, all shows have an award for Best In Show, as well as the top 1-4 dogs in each group, and an award for the Best of Breed dog for each breed.
