It has to be a lengendary type, like zapdoes or raiku But, if you cannot obtain a legendary Pokemon, then the best from the regular PokeDex would be a Luxray. If from the NationalDex, the best would be Jolteon.

∙ 14y agoits Zapdos. Zapdos is more powerful at lv 100. You gotta train it to be more dominaiting. Zapdos is a rough, good and brave pokemon.

∙ 11y agoThe "best" Electic-type pokemon is a question of opinion. However, the strongest Electric-type pokemon availible in Pokemon FireRed version are Zapdos and Raikou, in terms of base stats (both total 580).

∙ 13y agoI prefer Ampharos. You can catch it at an early stage as a Mareep (South of Violet City) and it becomes very powerful. Just make notice of that Ampharos's Sp.Attack stat is way better than the Attack stat, so Discharge, Thunderbolt and Thunder are much better than Thunderpunch.
