Personally, I think the best graphics card (cards, actually) is/are the evga gtx 580 hydro copper 2 in quad sli. Evga basically found the best GPUs in sli and made it even better, giving it better core, memory, and overclocks. Plus, it has better anti-aliasing than amd, better 3d vision than amd, and (once again) better overclocks. If you want to stick with amd, I'd go for
A. the asus ares
B. amd radeon hd6970 in quad crossfire
or C. amd radeon hd6990 in dual crossfire
Even though graphics don't matter in gaming whatsoever, the PS3 has the best of the graphics. But that doesn't mean its the best game console ever. That title is already taken by the NES. But if you outside of gaming consoles, the PC has the superior graphics.
In order to know what the best graphics card a certain PC can handle we need to know the type of PC you are asking about.
The World's Best Graphics game is the Crysis series.
A player can lower the graphics of a game before it is ran by editing the configuration file. If the graphics are set too good, the overall performance of the game and the PC will suffer.
It depends on your graphics card specifications and what resolution you run the game on
Ps3 has best graphics
To lower your graphics go to setting or option, and find video. Then you should be able to find Graphics. Then turn that down. Or lower your graphics card.
ATI graphics cards work best for the game SPORE
The best game for your PC is Hearthstone: Heroes of Warcraft.

A computer without a graphics card will have no video output. Therefore you'd only be able to play games which do not require any visuals. (I'm counting CPU's with graphics cores and built in chips as a graphics card.) a game of battleship that has no graphics and only text.... assuming you have a way to input digits and a readout or Pong if you just have a oscilloscope.
Depends on the Graphics card with the PC
