Ok - I'm a little biased because I work so hard to help people get their computers set up to prevent these miscreants who fancy themselves as hackers from gaining unauthorized access to the computers and messing them up or misusing them. Of course I am referring to "black hat" hackers - and for that matter, most "gray hat" hackers.
When it comes to training people to be white hat hackers or penetration testers, most of the best "institutions" are those run by or funded by government security organizations - and most of them deny (at least publicly) that they are involved in hacking. China is infamous for this, but they are hardly the only ones who do it. In the USA some schools that are well known for their Computer Security training include:
Carnegie Mellon
University of Tulsa
Naval Postgraduate School
The federal government of the USA has a Scholarship for Service (SFS) program to train people in Computer Security - including penetration testing if that is what the person is interested in. The SFS program funds students to get college degrees in fields related to computer security such as Computer Science, Information Technology, and Forensic Accounting.
