It really depends on what combat lvl you are but its prbably hill giants or moss giants
That would also depend on your preferred type of combat - melee, magic, or ranged. One spot I like a lot (for magic or melee combat) is the Stronghold of Security, under the Barbarian Village. There you find monsters at different levels. That would also depend on your preferred type of combat - melee, magic, or ranged. The bestest place in my opinion to train is on Fire Giants at Baxtorian Falls, they have quite good drops as well as a sturdy exp rate. The bestest mini-Game for combat skills would most likely be Soul Wars.
A multi-combat zone full of either demons or dragons.

Anywhere that's multi-combat with Demons or Dragons, you could try Taverly dungeon.
You can kill them near Edgeville, and no there is no safe spots for the Soldiers, they have an added ranged attack, that hurts more than their melee does.
Runescape looks like an olden days game which they had to do everything by themselves. But now runescape is getting cooler and will get to the future soon. play runescape because runescape teaches you science and etc. Doubt that runescape is a game which shows people what life was like back in the fourth age eg. bows arrows swords crossbows you train attack and get your combat level up or you can "skill" which is not leveling at all just making money from usefull skills. to answer the question asked in the first place runescape looks like a cartoony sort of game but is very good (but addictive) you can play it at runescape.com enjoy :)
From my experience the rock crabs found in rellekka and drags if your a higher lvl Rune wiki has a good combat guide too
Either the Fire Giants at Baxtorian Falls or the level 25 ( 100hp ) experiments near Canfis, quest needed.
Final Destination
There is no NPC, place, or item in RuneScape called "Kela."
Don't Believe there is a specific highest place in runescape, if there is I would say The Death Plateau.
