I believe that it depends on what your doing I use paint to get the basic form and simple design then use gimp to finish it.
Personally I believe that Paint is good for starting drawings while gimp is good for colouring them in and editing photos.
You can do basic animation with Grisoft's GIMP, which is free.
One very good free alternative to Photoshop is Gimp. There is also Gimp Shop that is a Gimp that looks similar to Photoshop.

Gimp runs many similar tools and capabilities. And at present is free

Water based paint with a satin finish. This paint type looks the best on interior walls, in my opinion. The water based paint makes for easy clean up as well.
Do you have GIMP, PhotoShop or something like that? If you don't, go and download GIMP now. It's probably the best program for changing the look in StarShine. Then you can open GIMP, and choose to open a file. Then you go into the Data-map again and there will be a lot of pictures. Just click on one of them, and change it anyway you like.
You can use pretty much any software, however GIMP and Photoshop are considered two of the best. Microsoft Paint does not support transparency, so expect for everything to be surrounded by white if using Paint.
In my opinion uTorent is the best for movies, games, and other downloads.
