I believe around the beginning of summer mainly because in the winter it is to cold and the horse needs the hair to keep warm and in the summer it is already warm giving the horse no need to keep warm. Also you must cut it in the beginning of summer so that the hair can grow before the horse needs it in the winter. Hope this helped

Normally at the end of Autumn when the coat is thick.You would clip to stop the pony sweating too much when you ride. You wouldn't normally clip after the end of Dec 1st week Jan as the summer coat has started to form and you would get a 'odd' looking pony.Having said that there is a condition called Cushings diesease that makes a horse or pony grow a very hairy coat and you need to clip every few months as they get very hot and sweaty when ridden.

Summer/spring however is the best time because it gtes hotter out and horses dont need all that hair.

It is not necessary to cut your horses hair.You can pull your horse's mane/tail to think it out for shows or whatnot but otherwise you don't have to. As for body clipping, unless you work your horse hard in the winter then it is unnecessary.
