While 'best' is a very qualitative adjective not suited to sites that attempt to provide factual information, there are a number of excellent sites that can provide free content for your Sims 3 game, not the least of which is EA's own site. Their are also sites like Mod the Sims, which is free, and thus, legal. Sites that ask for you to purchase their content, or to pay a subscription to access some or all of their content (or ask for mandatory 'donations') are in direct violation of EA's EULA for The Sims 3, which you can read here:
