Depends on the age and size of the rider. The more cc's the faster and bigger it is. For someone 10-13, I would go wityh a 50, 13-up a 125, street driven, at least a 250. get shaft drive if possible. You don't want a chain with a beginner.
I think that the best pocket bike for a beginner might be the baja doodlebug. It goes a good speed for a beginner and it can also help teach them about engines and upkeep of a bike. Baja is a very good brand too.

crf230f is a great beginner bike and will suit your size well. Once you got the basics down in a year or two (depending how fast you learn), you may want to move up to a bigger bike. I is always better to start of on a smaller bike though to get used to riding.
