Well, if it's 25 degrees Celcius, I'd probably go with a T-shirt and shorts or, if you want, capris. If it's 25 degrees Fahrenheit, then I'd wear long pants and shirt with a light jacket and then a thick coat (you can wear the extra scarf or hat if you want). Hope this helped! :)
