It all depends on opinion.
Mine would be the legendary Manaphy.
Others, like previously stated, would be Empoleon. Or possibly Lumineon.

There are many Water Type Pokemon in Pokemon Platinum, however, there is only one strongest one. That Pokemon is Palkia. Palkia is one of the Main Storyline Legendaries in Pokemon Pearl, it is a Water/Dragon Type. If you are looking for the strongest Non-Legendary, your best bet is Gyarados. Any exceptions?

Personally, I would train a Bird-Type Pokemon at a place where those types of Pokemon is very effective to it. Like Fighting-Types. They are weak to Bird-Types. So, I would train it there!

The Pokemon Lapras a water type Pokemon is the 131 Pokemon on platinum and can be found on Victory Road after getting past the guy standing in front of the doorway inside the cave.

you will need a good level pokemon but your types can be either water,fire or ground. and fight The best pokemon against steel type is fire type pokemon......train your fire type pokemon to high level before you fight with the gym ....
