Just shave over it naturally once its healed. Shaving won't fade it and as long as you are completely healed, shaving won't bother it either. The only time you have to be concerned about "messing it up" is when the ink is fresh and you have the open wound but at that point, you shouldn't even have it in the water for very long.
There really is no tanning bed safe tattoo. To prevent your tattoo from fading, put sunscreen on it generously.
I have a tattoo of a butterfly on the top of my hand. While the only sure way to avoid tattoo fading is to cover the tattoo while in the sun that's not feasible. I use Miami Ink fade shield sunblock stick and it works great! I also use Ink Armor tattoo cover sleeves to cover the tattoos on my arms.
Instead of fading it, go get it redone.

Depends on when you go the tattoo. It takes 6 months for a tattoo to heal believe it or not, and within that healing period DO NOT TAN! It is really bad for the tattoo. It could cause fading, ghosting and color leaks. After your tattoo is all healed just double check with a tattoo artist to make sure its all healed, healing times vary by how well your skin accepts the ink. Then you can go tanning, but I suggest you use a special tanning lotion to help prevent fading of the tattoo. If you want your tattoo be remain vibrant longer I suggest you don't go tanning at all.

No it will not harm your tattoo at all. If you are shaving you are only cutting the hairs above the skin while a tattoo is done below the skin. If you are waxing you would have to be hairy (like a gorilla) to have that many hair follicles in one section to where you would notice the significance of waxing. So, no worries... go ahead and shave/wax away...
Its not recommended but if you do, then use plenty of factor 50+ suncream even if you are in a swimming pool. This prevents the tattoo fading and the ink 'dying' on the surface of the skin.
