There is no such thing as a citizen of England in international law. People of England, Scotland, Wales and Northern Ireland are all British citizens in international law. Canada is an independent country and anyone who wanted to become a Canadian citizen would have to apply to the Canadian authorities in the same way that a Canadian would have to apply to the British authorities if they wanted to become a British citizen.

If you do get the part, the production company would have to fill out a work status Canadian visa stating that you are a specialized worker(meaning you are better than a Canadian citizen at your job). They would have to keep doing this until you apply and get Canadian Citizenship. Your job and ability to stay in Canada would all depend on the production company doing this.

There are cases with other US Special Forces where they will waive the citizen requirement for Canadian and some other friendly countries, the SEALs unfortunately are not one of them. So there is not an easy way to become a SEAL or have the chance to become a SEAL without being a citizen. JTF2 is a world-renowned but high secretive unit, and like the SEALs undergo many secret operations such as actions in Iraq and other places where our conviential forces are not in operation or not welcome. CSOR is a new unit started in 2006, still not sure what they are going to become, its still pretty much up in the air. However those are some options for you in Canada that are open and perform roughly similar duties as SEALs(Unconvential Warfare, Direct Action, etc) but for Canadians.
