For someone your level the best way to get experience is to train on moss giants until you are around level 60-ish, don't forget to collect then bones if you want to earn a bit of cash at the Grand Exchange.
For non-members, burn yews. For members, there are higher-level logs; you can also do the minigame "All Fired Up" for some fast experience.
By fishing. Once you have the level, fish at the Barbarian Village. More advanced fish gives you more experience per unit, but it is slower to catch each fish.

There is really only one way to get a significant amount of attack experience: fight. You can use an attack style that only gives you attack experience, that way you get more attack experience (but no defense and strength experience).

The best way to get experience in RuneScape is simply to do whatever the skill you wish to raise constantly. Only through repetition will you succeed in becoming good in that skill. As you progress through the skill it will become easier to obtain the experience, but harder to gain the levels, and so again repetition is always needed. This forms the basis for levelling up in all areas of RuneScape.
By fighting. There is really no other way to gain significant amount of experience in any fighting-related skill.
I would say an Ibis is the best way to level summoning in terms of Shards used and exp given.
