They do. You earn more credits with offline profiles than online. When an offline profile is put online for the first time, it will lose a significant amount of credits for that reason.
Yes your credits will be reduced to what they would have been if they were gained while connected to LIVE, and anything that you bought in the Armory whiel offline will be gone.
You always get credits in halo reach until you reach inheritor, you only get banned if you get said credits illegally...

Pretty self explanatory. You have reached your offline credit limit and must sign in to Xbox Live to receive your extra credits. You should be okay.
