Most modern bike tube patches come with glue on the back, under a peel-off sticker. If you really insist on doing it the old fashioned way, the best bike rubber cement is 'Slime' available in Walmart Auto accessories.
There's no exact way to get it off :P usually try nail polish remover, or exfoliating the skin/nail glue.

The best way to remove a sticker from a car window is to first apply a solvent, such as rubbing alcohol, nail polish remover or vegetable oil.
