Solar ---- I would say ... it depends. Solar is a great option for those who are concerned about the environment or their wallet. Options include solar blankets or covers as well as panel systems that mount on your roof. Other heating options would be a natural gas heater or heat pump. Depends on your definition of best. Economically a heat pump is probably the best route, the problem is they aren't able to heat water very fast. They work great if you're going to set the temperature and leave it all summer. Not so much if you like to shut the heat off on Sunday and turn it back on Friday. In rare cases they're not the best option if you have a lot of heat loss, like extremely high wind areas or big fluctuations in temperatures over night.

Propane and Natural gas are about the most common and fastest way to heat. There are oil heaters, although not as efficient and more expensive, if you don't have access to natural gas line or a propane delivery network.

If you can create a south facing bank by the pool inclined at 30 to 45 degrees you could lay a network of black hosepipe on a black geotex backing. A 12 volt pump powered from a photovoltaic panel will move the pool water through the hose whenever the sun shines. Insulate pool top at night.

If this is too lslow then get an array of solar tubes from navitron.org. pumps can be got from from 12voltz site.
