Since most 35 remingtons will be used out to about 150 yards or so; a decent scope of 4x or a 3x9 will do nicely!
The best scope for a Marlin 39A varies depending on what you would like to do with the rifle and your preferences. Some great scopes for this rifle include the Leupold VX-II 2-7 x 33 or the Bushnell Elite 3200 Firefly 3-9 x 40.

If you want it to be exclusively a scoped rifle, the best mount would probably be the one where you actually remove the rear sight aperture, and install a base for a scout scope mount there. If you're looking to install a reflex optic, and have it cowitness with your iron sights, then your best option would be the MAK rail.
