No some DVDs are restricted to certain regions and others might not be readable by the PS3. My PS3 has no trouble reading the DVDs I make of TV programs I record on my Media Center computer and it upgrades them to near HD quality. It also played the DVDs I rented better than my DVD/VCR.

No, they are two different regional format. Unless you have an all Region DVD Player which is not available anywhere. Your computer might be able to play these Japanese DVDs but you have to change the regional format of your computer to region 2. Setback is you cannot play Region 1 anymore on your computer.

Wii games, although they are printed on the same type of optical media as DVDs, do not use the DVD standard file allocation table. Also, all Wii discs are encrypted. Even if your computer can play DVDs, it would not recognize the file allocation table on a Wii disc, and even if it could, it would not be able to decipher the encryption.
