This all depends on what you want your warrior to be, tank or dps.
Tanks will always want to use a 1-handed weapon and a shield. Tanks use mostly talents from the protection talent tree.
Arms DPS is somewhat for soloing. Use either sword and board (1h and shield) or two one handers, or one 2-handed weapon. It is purely a matter of choice for arms.
Fury warrior will want two 2-handed weapons as there is a talent in the fury tree to use these.
