In Runescape all the weapons are desgined for purpose.

if you are saying the fastest weapon then that would be scimiters and shortbow

from my point of view i personally think sara sword is the best weapon for training str due to its great bonus and speed. if you are training att/def then i suggest a whip would do good.The best ranging weapon would be dark bow but due to its lack of speed magic bow is better. Although pkers use Dark bow for pk 1 hit kO
